DECREASE IN AREA UNDER TOBACCO CULTIVATION

Will the Minister of COMMERCE & INDUSTRY be pleased to state:
a. whether it is a fact that the area under tobacco cultivation has decreased since 2014, if so, the reasons therefor;
b. whether Government has in place a mechanism to absorb and train employees who are looking to shift from the tobacco industry, if so, the details thereof;
c. the number of Tobacco Cessation Centres across the country, if so, the details thereof; and
d. the revenue share of Central and State Governments from tobacco products, if so, the details thereof, State-wise?
ANSWER
THE MINISTER OF STATE IN THE MINISTRY OF COMMERCE AND INDUSTRY (SMT. ANUPRIYA PATEL)
a. : As per estimates of the Directorate of Economics & Statistics in Department of Agriculture and Farmers Welfare, the area under tobacco cultivation has reduced from 4.67 lakh hectare in 2014-15 to 4.04 lakh hectare in 2019-20. Estimates of area, production and yield of tobacco from 2014-15 to 2019-20 is at Annexure – I. In India, FCV tobacco is mainly cultivated in the States of Andhra Pradesh and Karnataka. The details of FCV tobacco plantation in India since 2014-15 crop seasons are appended at Annexure – II. Since, 2014-15 crop season the crop size for FCV tobacco has been reduced, keeping into consideration the decreased demand in domestic and international markets.

Tobacco Board does have in place a mechanism of technical support and
extension services for implementing crop diversification Scheme in
coordination with CTRI and State Agriculture and Horticulture Departments
of Andhra Pradesh and Karnataka, for the farmers who desire to shift from tobacco
cropping. In addition, Department of Agriculture & Farmers Welfare
has extended Crop Diversification Programme (CDP), an ongoing sub scheme
of
Rashtriya Krishi Vikas Yojana (RKVY) to encourage tobacco growing farmers to shift to alternative crops/cropping system in tobacco growing states namely Andhra Pradesh, Bihar, Gujarat, Karnataka, Maharashtra, Odisha, Tamil Nadu, Telangana, Uttar Pradesh and West Bengal w.e.f. 2015-16.
- : The details of number of Tobacco Cessation Centres/ Facilities under the National Tobacco Control Programme, is appended at Annexure – III.
- : The average annual revenue collection for 3 years upto 2021, including GST, Compensation Cess, Excise Duty and National Calamity and Contingent Duty(NCCD) from tobacco products, is about Rs. 53750 Cr.
